The Henrico County Board of Supervisors held a regular meeting Tuesday, May 26. An agenda and complete video of the meeting are available on the board’s webpage.  

As deputy county manager for Public Safety, Baynard will provide leadership on a wide variety of public safety issues, including the development of a 60-bed recovery center at the Eastern Government Center campus for individuals struggling with addition and the county’s implementation of a modern emergency communications system for the region. He succeeds Michael Y. Feinmel, who served the post for four years and returned this month to service with the Commonwealth’s Attorney’s Office as its deputy commonwealth’s attorney.

The county also earned an award for “Arrive Alive,” a comprehensive transportation safety program to improve understanding and address patterns of fatal and serious injury crashes across the community.

The Henrico County Board of Supervisors held a regular meeting Tuesday, May 12. Highlights included the county reservoir receiving an engineering award, the AANHPI community was honored, both Bike month and Building Safety month were celebrated, and more.

MHDS has seen improvements in employment outcomes since adopting IPS in September 2024. As of March, 164 individuals diagnosed with serious mental illness and served by MHDS were employed. It's the first agency in Virginia to have received a "good" or "exemplary" rating in its first review, and it holds the only top rating in the state.

The accreditation, which extends through November 2028, represents the highest endorsement an agency can receive. In addition, CARF offered no recommendations for improvement – an accomplishment achieved by only 3% of 9,600 peer-reviewed agencies. MHDS’ nearly 500 employees provided services to more than 10,000 individuals in fiscal year 2024-25. 

Tretina has served as Henrico’s chief of staff since 2019 and in an expanded capacity that includes deputy county manager since 2022. Among her accomplishments for Henrico, she has collaborated with EDA on dozens of agreements and initiatives to attract jobs and investment to Henrico, while also enhancing business opportunities and livability in the county.

EDA is responsible for attracting business growth and investment in Henrico, which has more than 353,000 residents, 25,000 businesses and 200,000 jobs. Overall, the county represents the fourth largest economy in Virginia.
