Sept. 8 Board of Supervisors Recap: Photo speed cameras approved for school crossing zones to slow drivers, prevent pedestrian injuries

The Henrico County Board of Supervisors held a regular meeting Tuesday, Sept. 8. An agenda and video are available on the Board’s webpage.

The Board held public hearings for several requests to rezone properties and for applications for provisional use permits. To view discussion of the cases, see the meeting video.

Photo speed cameras approved for school crossing zones to slow drivers and improve pedestrian safety

After a public hearing, the Board passed an ordinance to allow the use of photo speed monitoring devices in school crossing zones. The cameras will be placed at all nine high schools and Tuckahoe and Fairfield middle schools. Enforcement is expected to begin in 2027, following a 30-day grace period, during which only warnings would be issued. After that, a civil penalty of $100 will be issued for vehicles going at least 10 mph above the posted school zone speed limit while the zone is active.

The speed cameras use LiDAR (Light Detection and Ranging) technology, which is triggered only when a driver speeds past the camera. A photograph captures the rear license plate, as well as the vehicle’s make and model. The cameras do not capture the driver’s face, according to the Police Division. While the vendor would capture violations, police would review and verify all tickets before a citation is mailed to the vehicle’s owner. Drivers would be able to dispute the citation in court.

“Slowing people down in school zones is a priority,” according to Brookland Supervisor Dan Schmitt. Police noted that during multiple traffic assessments, hundreds of drivers sped through school zones.
