All new applications for Subdivisions should be submitted using the Land Development Application in Build Henrico.

Build Henrico Process, Forms, and Checklists

Request for Pre-Application Meeting – A pre-application meeting may be requested to discuss specific process and submittal requirements for your project. This brief review by County Agencies is not a technical review and should not be considered an alternative for a Concept Plan Review.

Legacy Comment and Approved Plan Request Form – Form to request previous review comments and/or previously approved plans.


Subdivision Review Process – Detailed step by step explanation of how a proposed residential subdivision, including single family, R-5A and townhouse lots, is submitted to the County for review.

Planning Application Signature Form – to be completed and uploaded for each initial submission of any of the Application Types noted below.

Concept Plan Checklist – An optional Conceptual submittal is designed to provide the applicant big picture review comments from all review agencies. The more detailed the plan, the more detailed the review comments. There is no submittal fee.

Preliminary Plat Checklist – Initial submission for approval of a Subdivision plan. For 50 lots or less, the filing of a Preliminary Plat is optional, per state law.

Pre-Final Subdivision Checklist – Once Preliminary Plat approval has been granted, site construction plans may be submitted for initial review (pre-final), with no application fee or plat required, before applying for Final Plat approval. This process is not available for sites that forgo the Preliminary Plat process.

Final Plat Checklist – Once Preliminary Plat approval has been granted, Final Plat approval is required. If 50 lots are less are proposed, then this may be the initial step in the Subdivision process. The submittal includes the engineered site construction plan and the plat. This checklist also includes Subdivision Construction Plan requirements.

Subdivision – Plans for Signature – Final Construction Plans – Engineered site construction plans are submitted for review after staff approval of a Final Subdivision has been granted.

Clearing and Grubbing Plan Checklist – This partial permit enables the developer to begin initial site work on a limited scope as defined with the application prior to approval of the full construction plan for a property.

Subdivision Plat and Covenant Checklist – This provides the requirements for the submittal and review of subdivision plats and covenants.

Minor Subdivision Checklist – A Minor Subdivision may be submitted for certain applications including modifications to existing parcels that do no create any new parcels; POD related divisions or adjustments to a parcel; and family subdivisions subject to certain stipulations.

Family Subdivision Qualification Form – Used when a family subdivision is proposed and must be submitted with the application.

Landscape, Lighting and Fence Plan Checklist – Landscaping and lighting plan review is an aspect of the overall review of a subdivision.  Fencing could also be an aspect in need of review as allowed in the zoning ordinance. This form may also be used for a Tree Removal Permit, an Alternative Landscape Plan, or a Security Plan.

Minor Construction Checklist – Small areas of construction with a limited scope of work can be reviewed under this process if the work is not part of an active construction plan process and receives preauthorization by Planning. 

Easement and Right of Way Widening Plat Application – County public easements and right of way widening plats required per the review of the civil/construction plans must be submitted for review prior to recordation of the easement and/or right of way plat. Easement Vacation and Quitclaim Application – Requests for easements or rights-of-way to be vacated or quitclaimed in conjunction with a subdivision development application. For more information on this application and how to submit, please contact Real Property at 804-501-5079.

Special Limited Power of Attorney Form– Used when the owner of the property will be represented in this matter by another individual.
