Change of Use & C/O Reissue

Effective August 30, 2021, all permit applications for Change of Use or Certificate of Occupancy (C/O) Reissue permits for residential and commercial buildings shall be submitted using the Build Henrico permitting instructions below.

Change of Use
A change of use application shall be submitted whenever a structure changes occupancy classification as defined by Chapter 3 of the Virginia Construction Code. A change of use will require a site inspection by Building Inspections staff to determine the suitability of the structure for the new use. If it is determined that the new structure complies with the applicable code provisions for the new use, a new certificate of occupancy will be issued.

Certificate of Occupancy (C/O) Reissue
Application for the reissuance of a C/O may be made at any time to fulfill lender or licensure requirements of an existing structure. A property maintenance inspection will be required prior to issuance of a new C/O.

Build Henrico Permitting Instructions

Register for and login to your customer account on the Build Henrico website.
Select “Permits” on the Build Henrico home page.
Select “Change of Use”.
