Henrico Investment Program Incentives and Grant Applications

Prior to submitting any Henrico Investment Program incentive applications, please contact the HIP staff at 501-7640.

Applications must be submitted AND approved before the work begins. All grants are reimbursement-based.  

Architectural Design Assistance

  • Professional schematic design assistance for eligible businesses or property owners intending to improve either the exterior design, interior functionality of their buildings or spaces, or site circulation
  • No cost to the business/property owner
  • Design Assistance Application

Building Improvement Grants

  • Grants up to the lesser of 33% of renovation costs or $55,000 for exterior renovations and grants up to the lesser of 33% of renovation costs or $20,000 for interior renovations
  • Must participate in Architectural Design Assistance Program or the equivalent
  • Increased grant amounts are available to both properties that have been vacant for more than 5 years and contributing properties in a National Register Historic District
  • Building Improvement Grant Application

Building Systems Improvement Grant

  • Grant up to the lesser of 33% of costs or $15,000 for certain systems upgrades or replacements
  • Work must be under warranty and cannot be short term maintenance costs are not eligible
  • Increased grant amounts are available to both properties that have been vacant for more than 5 years and contributing properties in a National Register Historic District
  • Building Systems Improvement Grant Application

Paving and Parking Lot Sealing Grant

  • Grant up to the lesser of 33% of the cost of paving or $10,000 where existing, visible parking areas are gravel or deteriorated, and for parking lot expansion
  • For properties with existing buildings or where an addition(s) to an existing building is proposed

Landscaping Grant

  • Grant up to the lesser of 33% of the cost of landscaping or $3,000 for the enhancements of the parking areas or front of the building or property
  • For properties with existing buildings or where an addition(s) to an existing building is proposed
  • Increased grant amounts are available to both properties that have been vacant for more than 5 years and contributing properties in a National Register Historic District
  • Landscaping Grant Application

Existing Freestanding Signage Grant

  • Grant up to the lesser of 33% or $3,000 for the demolition, replacement, or refurbishment of an existing, deteriorated freestanding sign
  • New signs are not eligible for this grant
  • Increased grant amounts are available to both properties that have been vacant for more than 5 years and contributing properties in a National Register Historic District

Demolition Grant

  • Grant up to the lesser of 33% or $100,000 to clear a site for new development (partial demolition only allowed if more than 75% of the floor plate of conditioned space is being demolished)
  • Demolition must clear the site for an additional investment of $250,000 for a new building
  • Property owners will be reimbursed for demolition after new construction has been completed
  • Increased grant amounts are available to properties that have been vacant for more than 5 years

Demolition Grant for Site Clearing Only

  • Grant up to the lesser of 33% or $50,000 to clear a site for marketing for resale
  • Eligible properties must not have been occupied or used for business purposes within the past two years unless it is an exterior corridor motel
  • Property must be listed for sale and actively marketed
  • Contributing buildings in a National Register Historic District are not eligible for this grant
  • Interested parties should contact program staff for application information

Off-Site Improvements Grant

  • Grant up to the lesser of 33% or $100,000 for off-site drainage, water, sewer, broadband, sidewalk, turn lane, traffic light, and bus stop improvements
  • Must invest a minimum of $250,000 in a new building or $50,000 in exterior improvements to an existing building
  • Increased grant amounts are available to properties that have been vacant for more than 5 years

Rehabilitation Real Estate Partial Tax Abatement

  • Seven-year tax abatement
  • Based on increase in assessed property value resulting from certain rehabilitation
  • Applies to commercial, industrial, and multifamily real estate
  • To offset the costs associated with renovating older commercial/industrial structures
  • Administered by the County’s Finance Department, Real Estate Division

Permit Fee Waivers

  • Waives fees for POD review, rezoning, and building permits for investment of $100,000 or more
  • To reduce start-up costs for businesses looking to locate or expand within the zones
  • Administered via the County’s Permit Center

Crime Prevention Through Environmental Design (CPTED)

  • An in-depth analysis of commercial/industrial sites to reduce or eliminate crime
  • Administered via the County’s CPTED planner

  • Technical assistance to property owners/businesses in the zones
