The mission of Emergency Management & Workplace Safety (EMWS) is to create and foster a safe, sound, and prepared public environment for residents, visitors, contractors, and employees. This is achieved by developing and maintaining a culture of safety and preparedness for everyone.
EMWS meets its objectives by supporting compliance to the Virginia Occupational Safety & Health Standards, the Department of Environmental Quality regulations, and by coordinating emergency preparedness, response, recovery, and mitigation for all natural and manmade emergencies. EMWS also coordinates various training and education programs for County employees. Additionally, EMWS conducts ongoing outreach and support for Henrico’s residents and businesses.

Henrico County Resident Preparedness Survey

- County of Henrico Emergency Operations Plan Volume 1: Basic Plan– This document, updated in 2025, outlines how everyone works together to prepare for, respond to, and recover from disasters in the County. Tab 9 of this document includes the Hazard Vulnerability Assessment (HVA) for the County.
- County of Henrico Debris Management Plan 2016 – This document, updated in 2016, provides the framework for best practices associated with debris management during and following a public emergency. Department responsibilities can be found under Section III, Subsection A.
