Responding to your application for an onsite sewage disposal system is an important part of our mission to protect the public health and serve the citizens of Henrico County.
A construction permit authorizes the installation of an Onsite Sewage Disposal System of a specific design and location, expires 18 months after issuance, and is not transferable to subsequent owner(s). If the applicant plans to build a new single family dwelling it is preferable to have the Onsite Sewage Disposal Permit approved before applying for the building permit. Building permits received for review before the Onsite Sewage Disposal Permit has been issued will be denied until the Onsite Sewage Disposal Permit has been approved and issued.
A certification letter guarantees that a sewage disposal system construction permit shall be issued in the future unless there is a substantial physical change in the soil or site conditions where the onsite sewage disposal system is to be located. The certification letter will identify the design capacity (e.g., number of bedrooms) and the boundaries of the approved sewage disposal system area (and well site where applicable). The certification letter has no expiration date, is transferable to subsequent owner(s), and, if redeemed within 18 months for a construction permit, there will be no additional application fees.

-Beginning July 1, 2019, applicants seeking evaluation and design services from VDH must submit a petition for VDH services and meet means testing criteria or the VDH Hardship Guidelines.
-In some cases, the application fee for VDH services may be waived if the household meets the federal poverty guidelines.
– Generally, VDH services are available only to Henrico County Citizens requesting the services for their Primary Place of Residence (PPoR).

Notes:
- When a permit to replace a private well has been issued and the owner submits a Water Well Completion Statement indicating that the previous well has been properly abandoned (in compliance with the Virginia Well Regulations and inspected by this office) the owner can receive a refund of the application fee. The refund request must be presented on the approved FEE REFUND APPLICATION form and received by the Henrico County Health Department within 12 months of the issuance of the Replacement Well Permit.
- The application fee to permanently abandon an existing well will be waived when the well to be abandoned is located on property that is (or intended as) the owner’s principal place of residence.

Please note that you will not be able to save the completed application to your computer unless you have software that will allow you to save PDF files.
