CDBG and HOME Funding Application

The County of Henrico participates in the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs funded through the U.S. Department of Housing and Urban Development (HUD). The County advertises a notice of funding availability and encourages organizations to submit proposals for the use of these funds, consistent with the 2025-2030 Five-Year Consolidated Community Development Plan. Henrico County administers these funds and facilitates the application process through the Department of Community Revitalization. The next application cycle for Program Year 2026-2027 opens on January 29, 2026. Applications are due on March 9, 2026.

The Department of Community Revitalization uses ZoomGrants to manage its applications and grants. Applications for funding will only be accepted through the ZoomGrants system, a free, online platform that requires registration. Applicants who have a ZoomGrants account can apply by logging into their account. Applicants who do not have a ZoomGrant account associated with Henrico County can register here: https://www.zoomgrants.com/zgf/Henrico_County_Community_Revitalization/PY_2026-27_CDBG_and_HOME_Programs. All applicants are required to include a federal UEI (unique entity identifier) in their application. The UEI can be obtained from sam.gov. Applicants are strongly encouraged to register for a UEI or verify that they have an active UEI well before the application deadline.

If this is the first time your agency is requesting Henrico County CDBG or HOME funding for this program or project, a pre-application meeting with staff is required. Please contact the appropriate staff member below to schedule as soon as possible. Meetings must be scheduled by Wednesday, March 4, 2026.
