Federal Block Grant Programs

Henrico County is provided entitlement monies from the Department of Housing and Urban Development through three grant programs. These programs are the Community Development Block Grant, HOME Investment Partnership Program, and Emergency Solutions Grants. The funds from these three federal programs are allocated to program partners in order to undertake activities to serve Henrico County residents. Henrico County receives federal entitlement monies annually from two programs:

Community Development Block Grant (CDBG)

HOME Investment Partnerships Program 

Henrico County submitted the 2024-25 Annual Action Plan (AAP) to HUD on July 31, 2024. The 2024-25 AAP is for the program year beginning October 1, 2024 and contains a list of programs being funded.

Notice of Intent to Request Release of Funds

On or about October 14, 2025 the County of Henrico will submit a request to the United States Department of Housing & Urban Development Richmond Field Office (HUD) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, and HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the Moderate Homeowner Rehabilitation and Critical Home Repair programs.
