As part of its responsibility in administering the federal Community Development Block Grant (CDBG) and HOME Partnership Program Grant, every year the County of Henrico submits to the U.S. Department of Housing and Urban Development (HUD) an Annual Consolidated Action Plan. This document describes the allocations of these federal funds for specific activities serving Henrico County residents. Every five years, Henrico County submits a Five-Year Consolidated Community Development Plan outlining general goals and objectives for the use of these funds. The most recent five-year plan was developed for 2025 through 2030 and incorporates the 2025-2026 Annual Action Plan.
Following a public hearing on July 22, 2025, the Board of Supervisors adopted a resolution authorizing submission of the 2025-2030 Plan.
The Citizen Participation Plan, which sets forth the County’s policies and procedures for citizen participation in relation to federal CDBG, HOME, and ESG funds from the US Department of Housing and Urban Development, was revised on January 20, 2026.
