HOME-ARP Program

The County of Henrico has released a Notice of Funding Availability (NOFA) for the use of Federal HOME-ARP Funds allocated under the American Rescue Plan Act of 2021.  The County has issued this NOFA to receive applications from qualified organizations to implement and/or maintain a supportive services program that will serve persons experiencing homelessness and other Qualifying Populations as further described in the HOME-ARP Notice CPD-21-10 and the Henrico County HOME-ARP Allocation Plan.

To apply, please review and complete theHenrico HOME-ARP NOFA and Application” in accordance with the instructions in the NOFA.

In addition, Henrico staff will hold an optional Pre-Application Q & A Session on March 4, 2025 at 1:00 PM.   This session will be virtual.  To register, please email [email protected] no later than March 3 at 12:00 noon.

 

As a part of the American Rescue Plan Act (ARPA), the U.S. Department of Housing and Urban Development has allocated a special one-time fund type through the HOME Investment Partnership Program (HOME) with Henrico County allocating $3,216,865 of HOME-ARP funds. These funds must be used to address housing and supportive service needs for four specific “qualified populations.” These are persons experiencing homelessness; are at risk of homelessness; those at greatest risk of housing instability; or are survivors of domestic violence, human trafficking, dating violence, stalking, or sexual assault.

In order to use HOME-ARP funds, HUD requires the submission of a HOME-ARP Allocation Plan that identifies how the qualified populations will be served and which of the HOME-ARP eligible activities will be funded.

The Henrico HOME-ARP Allocation Plan was submitted and approved by HUD. At this point Henrico County intends to adjust how it will be spending its HOME-ARP funds and will be amending its Allocation Plan accordingly. The revised allocation of HOME-ARP funds will be as follows:
