HOME-ARP Program

Funding Applications for HOME-ARP Funds available June 12, 2024

The County of Henrico, the City of Richmond, and Chesterfield County have released a Notice of Funding Availability (NOFA) for the use of Federal HOME-ARP Funds allocated under the American Rescue Plan Act of 2021. The allocation is administered by the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships Program (HOME). The three localities have issued this NOFA to receive applications from qualified organizations or firms for the development of affordable rental housing in the form of Permanent Supportive Housing to serve the qualifying populations. The application for the HOME-ARP funds will be used to apply for funding from all three localities.

To apply, please, complete, and return theCounty of Henrico, City of Richmond, and Chesterfield County Notice of Funding Availability for FY24 Federal HOME-ARP Funds.”

Subsequent to the issuance of the NOFA, several questions have been submitted by potential applicants. Those questions and the answers are provided below.

Q: Regarding the “Sources of Funding:” Most funding sources are being lumped together within the “Other” line including VHDA Perm, NHTF, VHTF, HIEE, etc. Is this approach correct?
A: Yes, please be as specific as possible by itemizing those sources and amounts. Add additional lines as needed.

Q: Regarding the “Funding Uses/Expenses section: Is it expected for an organization/entity to note which of the funding sources are paying for each use?
A: If you know at this point, then yes.

Q: Is repeating the information inputted into the “Sources of Funding” section correct for the “Funding Uses/Expenses” sections?
A: Yes, however, if there is anything more specific to add, please provide it. If we need clarifications, we will follow-up.

Q: Within the “Required Documents” page, what is a “Procedures Manual”?
A: This would refer to a manual that would govern the operations of a Supportive Housing development that an organization or entity may currently have and would therefore expect to be applicable to the proposed project. This procedures manual would expect to be modified as needed.

Q: Within the “Required Documents” page, what is the difference between a “Detailed Project Timeline” and a “Project Development Schedule”?
A: The Development Schedule pertains to the project construction. The project timeline includes any predevelopment and other activities (like acquisition).  These may be combined into one schedule.
