Smith-Callahan joined Henrico as deputy county manager for community affairs in February 2020, coming to the county from the Virginia Department of Education, where she worked as assistant superintendent of policy, equity and communication. Her prior career includes service as director of workforce programs for ChamberRVA, director of outreach and development for Smart Beginnings Greater Richmond, and director of community engagement for Richmond 2015, Inc.
Ms. Smith-Callahan works to promote county relationships with nongovernmental organizations and serves as a liaison to Henrico County Public Schools and other governmental entities. She provides strategic oversight for the county’s community outreach and engagement initiatives. She also has direct responsibilities over the Department of Social Services, Henrico County Public Library, Health Department, Capital Region Workforce Partnership, Electoral Board, and Extension Office .
Ms. Smith-Callahan earned a bachelor’s degree in mass communications from George Mason University and holds a master’s degree in business administration from Strayer University. A 2008 graduate of Leadership Metro Richmond, she serves on the boards of J. Sargeant Reynolds Community College and the Boys & Girls Club of Central Virginia. She also is a member of the Antioch Baptist Church board of trustees.
