The Henrico Planning Department is primarily responsible for land use regulations in the County. Planning staff can assist you with questions about new and existing development, from rezoning requests to variances.

2045 Comprehensive Plan
The Planning Department has begun to update the county’s current comprehensive plan (2026 Comprehensive Plan, adopted in 2009). This important document will provide the framework for how the county will grow and develop over the next 20 years. We are asking residents and interested stakeholders to become involved in “HenricoNext”, a process to create a cohesive, countywide vision for Henrico in 2045.

Zoning and Subdivision Ordinances
On January 25, 2024, the Board of Supervisors amended the Zoning Ordinance to specifically regulate historical horse racing. Another amendment was adopted July 9, 2024, to specifically regulate vaping shops.
