The Henrico Planning Department is primarily responsible for land use regulations in the County. Planning staff can assist you with questions about new and existing development, from rezoning requests to variances.

      • The Planning Commission meeting for rezoning and provisional use permits will be held on Thursday, June 11, 2026 at 6:00 p.m. in the Board Room at the County Government Center at 4301 E. Parham Road.  
        • The meeting will be live-streamed and anyone may participate remotely.  Individuals interested in speaking  remotely may access the meeting by going to https://henrico.gov/planning/meetings and selecting the hyperlinked Webex Event when the meeting begins at 6:00 p.m.
      • The Board of Zoning Appeals meeting will be held on Thursday, June 25, 2026 at 9:00 a.m.
        • The meeting will be live-streamed and anyone may participate remotely.  Individuals interested in speaking  remotely may access the meeting by going to https://henrico.gov/planning/meetings and selecting the hyperlinked Webex Event when the meeting begins at 9:00 a.m.

Draft 2045 Comprehensive Plan Update

The Planning Department continues to work on the HenricoNEXT Comprehensive Plan. Draft chapters of the document have been uploaded to the project website so residents and community stakeholders can familiarize themselves with the content. Everyone is encouraged to review them by visiting www.henriconext.us and submitting comments to [email protected]. Open house-style community meetings will be held on Tuesday, June 2nd at the Deep Run Recreation Center (9900 Ridgefield Parkway) and Thursday, June 4th at the Eastern Recreation Center (1440 N. Laburnum Avenue) from 4:30-7:30 p.m. to provide more information and accept feedback.

 

Zoning and Subdivision Ordinance Amendments

The Planning Commission and Board of Supervisors are considering amendments to the Henrico County Zoning and Subdivision Ordinances.  These amendments would implement elements of the ongoing comprehensive plan update, address changes necessary due to new requirements of the Code of Virginia, and incorporate community and staff ideas for improvements to the ordinances.  Links to the draft ordinance amendments are provided below.

One proposed change would create the A-2 Agricultural District and establish development standards for the new district, the boundaries of which are shown on the map linked below.  In the area indicated on the map, all property currently zoned A-1 would be rezoned to A-2. The A-2 Agricultural District would increase the minimum lot size from 1 acre to 5 acres and minimum lot width from 150’ to 300’. 

In addition to the A-2 Agricultural District, new form-based alternative overlay subdistricts (FBA-O) would be created along sections of Brook Road North and Lakeside Avenue, as well as the Best Products Reimagined area.  Maps of those areas are also linked below. The FBA-O zoning preserves all the rights of the existing underlying zoning and adds flexibility for redevelopment.

Lakeside Land Use Study

The Henrico County Department of Planning, in partnership with local architecture and planning firm Glavé & Holmes, is in the process of creating a draft land use plan for the Lakeside corridor after completing a public design charrette during the week of August 25th. Zoning and Subdivision Ordinances

On August 12, 2025, the Board of Supervisors amended the Subdivision Ordinance to conform it to recent changes in state law. The updated ordinance is linked below.

On December 16, 2025, the Board of Supervisors amended the Zoning Ordinance to regulate retail stores that sell recreational substances such as tobacco, vaping products, CBD, Kratom, and similar merchandise. The updated ordinance is linked below:
