Jackson P.F. Baynard began his career with Henrico County as a firefighter for the Division of Fire in 2003, eventually moving through the ranks to become Henrico’s fire chief in 2023. In addition, he served as Henrico’s emergency manager in 2020 and 2021, helping to lead the county’s initial response to the COVID-19 pandemic. He was named Deputy County Manager for Public Safety in 2026.

Baynard earned a bachelor’s degree in health science from James Madison University and a master’s degree in human resource management from the University of Richmond.
