David Pennock named Henrico’s director of Community Development

David E. Pennock has been appointed director of the Henrico County Department of Community Development, effective Nov. 2.

He has served Henrico as assistant director of Community Development since 2008 and previously worked as a planning technician in the Department of Planning from 1999 to 2001. He held planner positions with Hanover and Albemarle counties from 2001 to 2008, before returning to Henrico. As director, he succeeds Lee J. Tyson, who is retiring in December after 18 years as director and more than 21 years with the county.

Community Development oversees The Permit Center, the county’s one-stop shop for residential permits, such as for construction of a deck or garage. The Permit Center has locations at the Henrico County Government Center and at the Eastern Government Center.

Community Development, which received more than 40,000 inquiries last year, has an approved staff of 15 and a budget of $1.2 million for fiscal year 2024-25.

Pennock earned a bachelor’s degree in urban affairs and planning from Virginia Tech and a master’s degree in urban and regional planning from Virginia Commonwealth University.
