County Manager John Vithoulkas among honorees of inaugural Virginia C-Suite Awards from Virginia Business

Henrico County Manager John A. Vithoulkas is among 33 corporate and government executives recognized by Virginia Business through its inaugural Virginia C-Suite Awards.

The awards celebrate Virginia-based executives who consistently demonstrate remarkable leadership skills, integrity, values, vision, commitment to excellence, company performance and community engagement.

Vithoulkas is one of three government executives recognized by the publication, which covers economic activity and business throughout the state. Appointed in 2012, Vithoulkas is Henrico’s eighth county manager since its form of government was adopted in 1934. He serves as the county’s chief administrative officer, overseeing three dozen departments, offices and agencies, about 4,500 employees and an annual budget of $1.35 billion for fiscal year 2025-26.

“Virginia Business congratulates this year’s honorees. Henrico Board of Supervisors Chair Dan J. Schmitt credited Vithoulkas for his vision, commitment to excellence and leadership, noting that Henrico continues to thrive with outstanding fiscal management, a low tax burden, a high quality of life and a vibrant business climate. He also praised Vithoulkas’ integrity, energy, engagement with the community and ability to inspire the county’s workforce.

“His physical daily presence in our parks, at community meetings, at town hall events, and quite remarkably, nearly every evening at an event speaks to his genuine soul and love for his community,” Schmitt said. “He can be heard time and time again at these functions stating that ‘community starts here’ and his daily actions both promote and support this type of approach. The most incredible piece for me is how county department leadership and staff follow his lead in this area with both fervor and pride.”

Vithoulkas, a naturalized citizen, is a native of Greece who immigrated to the United States as an infant with his parents. He is a graduate of Henrico’s J.R. Tucker High School. He earned a bachelor’s degree in political science from Virginia Commonwealth University in 1989 and a master’s degree in public administration from the University of North Carolina at Charlotte in 1992. He has served Henrico since joining the Department of Finance as a budget analyst in 1997. He and his wife, Jenny, live in Glen Allen and have three adult children – all graduates of Henrico County Public Schools – and one granddaughter.

The honorees of the Virginia C-Suite Awards will be recognized during a luncheon and awards celebration Thursday, June 5 at The Jefferson Hotel, 101 W. Franklin St. in Richmond. The award recipients also will be recognized in the June issue of Virginia Business and online at VirginiaBusiness.com.
