Winners of 2026 Land Lover and Clean Business Awards announced
Board members joined the Keep Henrico Beautiful committee to celebrate winners of the program’s annual awards recognizing residential and business properties that employ a variety of conservation best practices. Winners included:

Public hearings for rezoning cases
The Board held public hearings for applications to rezone properties. A description of the cases and related reports by staff are available from the Planning Department.

Board amends, adopts comprehensive plan
Following a public hearing, the Board amended and then voted to adopt the 2045 HenricoNext Comprehensive Plan, which will help guide the county’s growth, development and public investment over the next 20 years.
State code requires localities to maintain and periodically update their comprehensive plans. Planning Department staff began work on the current update in 2021, examining topics such as future land use, transportation, housing, natural resources and quality of life.
The plan was developed with input from residents provided through public outreach efforts such as a survey, project website, community meetings, open houses and work sessions with the Planning Commission and Board of Supervisors.
The plan adopted by the Board incorporated recent recommendations from the Planning Commission, including revising or removing segments of six concept roads from the Major Thoroughfare Plan, adjusting the density for the Prime Agricultural/Rural Conservation land use category and directing further study of the A-2 zoning district. The plan adopted by the Board does not include a Lakeside Avenue overlay district, which was removed for further study. Board approves changes to zoning, subdivision ordinances
Related to its adoption of the comprehensive plan, the Board approved amendments to the county’s zoning ordinance to align with recent changes in state law, implement the comprehensive plan and update, modify and clarify various provisions. The amendments include creation of new zoning districts for the Best Products Reimagined subdistrict and Brook Road North subdistrict.
The Board also approved changes to the subdivision ordinance to conform to recent changes in state law, to clarify the distinction between family and minor subdivisions and to improve consistency with the zoning ordinance.
The zoning and subdivision ordinances can be found in chapters 24 and 19, respectively, of the County Code.
Development of an environmental justice strategy to move forward with study
The Board approved a resolution to commission a study and report to support development of the Environmental Justice Strategy in the 2045 Comprehensive Plan. Among a number of topics, the study will identify environmental justice communities, identify major pollution sources in the county and recommend objectives and policies to reduce health risks in affected communities.
The report will be completed and released to the Planning Commission and the public within 12 months of contracting with a consultant. After receiving the report, the Planning Commission will prepare a comprehensive plan amendment incorporating the Environmental Justice Strategy for Board consideration.
HCPS Salary Increases
The Board approved a resolution to amend the FY2026-27 Annual Fiscal Plan for all Henrico County Public Schools employees.
The General Assembly included funding for a 4% salary increase for Standards of Quality-supported instructional staff in the FY2026-28 biennium budget. On June 23 the Board of Supervisors expressed its intent to extend the same increase to all HCPS employees.
This resolution appropriates an additional $6.1 million to raise the planned FY2026-27 salary increase for all HCPS employees from 3% to 4%.

Other business
The Board scheduled an Aug. 25 public hearing on a proposed ordinance to amend sections of code to prohibit driving, stopping, standing and parking on shared-use paths. The proposed amendments also ban class three electric power-assisted bicycles on designated shared-use paths and align regulations for bicycles and electric power-assisted bicycles on sidewalks.
The Board approved an ordinance to update maximum discharge limits in alignment with state permitting requirements, establish requirements for PFAS discharge monitoring and conform reporting requirements to federal regulations. A public hearing will be held on Aug. 25.
Contracts Awarded
The Board awarded an $11.6 million fixed-price contract to Vortex Services, LLC for Phase 2 of the East Highland Park Sewer Rehabilitation project in the Fairfield District to replace aging sanitary sewer mains, laterals and manholes. Work is expected to begin in October and finish in late spring 2028, funded by the Water and Sewer Revenue Fund.
The Board awarded a $40.3 million unit price contract to Abernathy Construction Corp. for improvements to the Richmond-Henrico Turnpike from Laburnum Avenue to Hummingbird Road in the Fairfield District. The project includes a four-lane curb-and-gutter roadway with turn lane or raised median, a 10-foot shared-use path with lighting, a five-foot sidewalk, enclosed drainage, two stormwater facilities, public water and sanitary sewer improvements, signage and pavement markings. Water work includes installing 12-inch and 42-inch mains along the full corridor. Construction is expected to begin in August and finish in late 2028.
