Honors for Roundtree and Gregory
County Manager John A. Vithoulkas announced that Vice Chair Misty D. Roundtree, of the Three Chopt District, and Sheriff Alisa Gregory will be recognized with Black Girl Magic Image Awards on Sept. 13 in Suffolk.
Roundtree, an attorney who was elected as the Three Chopt supervisor in 2023, will receive the Community Advocate of the Year award. Gregory, who was elected as sheriff in 2019 after joining the Sheriff’s Office as a deputy in 1998, will be recognized as Public Servant of The Year. The national awards program recognizes the achievements of women of color in public service.
Each has “touched the lives of many in the Henrico community through their work in creating conversations for mental health, education and so much more,” Vithoulkas said.
NASCAR returns to Richmond Raceway
Brookland District Supervisor Dan Schmitt noted that Henrico will be back in the national spotlight this weekend as the NASCAR Cup Series Weekend races are held at Richmond Raceway. He thanked the county’s public safety staff and others for their work to ensure a safe, enjoyable experience for the expected 50,000 to 100,000 visitors. He also encouraged residents to watch the races on television if they’re not attending.
“We see it with Henrico Sports & Events Center, and it looks amazing when it’s on national television,” Schmitt said. “And here, we have another opportunity to be on national television.”
Land use cases
The Board held public hearings on several rezonings and provisional use permits.
Sept. 8 public hearing set for proposed speed cameras at schools
The Board voted to advertise a public hearing for Tuesday, Sept. 8 on a proposed ordinance that would allow cameras to enforce speed limits at school crossing zones. As being drafted in accordance with state law, the ordinance would impose a $100 civil penalty if a vehicle is recorded traveling at least 10 miles per hour above the zone’s maximum speed limit while the zone is active.
Roundtree and Tuckahoe District Supervisor Jody K. Rogish noted that residents have expressed concerns about the proposal, and they encouraged further engagement over the next month. A copy of the proposed ordinance is expected to be posted on the county’s website next week.
Repairs to begin at home at Varina on the James
The Board awarded a $1.6 million contract to Suburban Remodeling Corp. for repairs and other work to stabilize the 1853 Classical Revival-style home at Varina on the James.
Henrico bought 2,095-acre former plantation along the James River in 2024 to preserve its history, natural beauty and sensitive environment.
The first phase of work will include brick masonry repair, repointing and cleaning; damaged wood replacement and refinishing; window, door and trim repair; copper gutter and downspout replacement; demolition and replacement of porches; termite soil treatment; and replacement of a concrete vault cap. Work is expected to begin in September and be complete by June.

Mount Olive Avenue improvements planned
The Board voted to authorize condemnation proceedings to support a project to realign a portion of Mount Olive Avenue. The county needs to acquire 3,095 square feet of property at 8800 Trolley Lane that is owned by an estate. Only some of the legal heirs have been identified.
Fall Line’s Longdale section nears construction
The Board voted to authorize condemnation proceedings to clear the way for construction of the Longdale phase of the Fall Line Trail.
The measure allows the county to acquire 16,532 square feet of right-of-way and nearly 4,000 square feet of easements across property at 1574 Mountain Road. Construction of the 3.4-mile section of the shared-use path – from near Parham Road and Cleveland Street to the Woodman Road extension – is expected to start in 2027.
Easement approved for Carter Woods community
The Board approved a permanent access easement agreement for 3900 Nine Mile Road. The easement with Richmond Affordable Housing and related entities will support access to the Carter Woods community.
Reimbursements OK’d for capital projects
The Board approved a resolution allowing the use of bonds to reimburse various costs associated with capital projects. They include water and sewer system improvements, drainage improvements, renovations to Johnson Elementary School, a new Quioccasin Middle School and a new Firehouse 1. The county plans to issue up to $100 million in general-obligation and water-and-sewer revenue bonds in the spring to support a host of projects.
Emporia Street property acquired for flood mitigation
The Board approved the purchase of property at 3004 Emporia St. for $287,000 for drainage and flood mitigation.
Improvements set for Water Treatment Facility
The Board awarded a contract totaling $916,373 to Instrumentation and Control Systems Engineering, Inc. for the removal, disposal and replacement of a variable frequency drive at the Raw Water Pump Station at the Water Treatment Facility. The work is expected to begin in September and be completed by August 2027.
