Henrico County has named Rebekah L. Taylor acting chief of Emergency Communications, effective Oct. 17.

Taylor, who previously served as assistant director for Emergency Communications, succeeds Kevin M. Pond in the department’s lead role. Pond, who had served as the department’s chief since June 2023, has accepted a position as a battalion chief with the Henrico Division of Fire.

As acting chief for Emergency Communications, Taylor will head the department that operates the county’s 911 call center, processing emergency and nonemergency calls for Police, Fire and EMS assistance. She also will direct the county’s Public Safety radio communications operations and support staff. The department has an approved staff of 98 and a budget of $13.3 million for the 2026-27 fiscal year.

An employee with Emergency Communications since 2010, Taylor has risen through the department’s ranks, holding positions including communications officer, master communications officer, communications supervisor and administrative communications supervisor. She was named assistant director in 2023.

In addition to her work with Henrico County, Taylor served as a volunteer firefighter with Hanover Fire & EMS from 2003 to 2023, including as president from 2009 to 2013.
