On September 24, 2024, the Henrico County Board of Supervisors adopted the 2024 Recreation and Parks Master Plan. This document replaces the 2015 Parks, Recreation and Open Space Plan that was incorporated into the Vision 2026 Comprehensive Plan, as part of Chapter 9 – Recreation, Parks, Open Space, and Cultural Resources. The Division of Recreation and Parks oversees the development, construction, and maintenance of numerous parks, recreational facilities, athletic complexes, historic sites, and natural areas. They also offer a variety of programs to meet the needs of county residents. The 2024 Recreation, Parks, and Open Space Master Plan replaces the 2015 Parks, Recreation, and Open Space Plan, which was adopted in August 1999, and included as part of the Vision 2026 Comprehensive Plan. The newly adopted Plan examines the current park system and includes an inventory of amenities and facilities, an existing conditions report, and a level of service (LOS) analysis. Based on public input, demographic and recreational trends, best practices, and alignment with county goals, it provides recommended population-based LOS standards, identifies shortfalls of amenities, and projects recreation and park needs into 2033. The Plan also contains a series of recommendations for the improvement of existing parks and facilities and the expansion of the parks system, phased into a 10-year implementation plan.
