Michael Crawford, Deputy Chief – Operations
Mike Crawford serves as Deputy Chief of Operations for the Henrico County Division of Fire. In this vital role, Deputy Chief Crawford is responsible for daily field operations, coordinated through three shift assistant chiefs , and will oversee the EMS Division.
Deputy Chief Crawford joined the department in 2004. As a member he has served in a broad range of leadership positions. He is a graduate of the Virginia Fire Officer Academy, a registered paramedic and a recipient of multiple Life Saver Awards recognizing exceptional performance and lifesaving action.
His previous assignments include serving as captain of Training and operational roles at Stations 10, 5 and 14. Deputy Chief Crawford has also contributed to cadres as a member of the Driver Pump Operator Cadre and the Burn Team. He holds a bachelor’s degree in Exercise and Health Promotion from Virginia Tech.

Scott Sutton, Deputy Chief – Special Operations and Compliance
Scott Sutton Serves as deputy chief of compliance and special operations for the Henrico County Division of Fire. In this role, Deputy Chief Sutton oversees the Fire Marshal’s Office, Professional Standards, and Special Operations.
Deputy Chief Sutton most recently served as chief fire marshal for Henrico County. Under his leadership, the Fire Marshal’s Office achieved a 53 percent case closure rate, surpassing the national average by 30 points.
Deputy Chief Sutton’s career includes service as a battalion chief , EMS captain, captain of the Training Division and operational assignments at Stations 6, 5, 2, 15 and 18. He has contributed extensively to numerous cadres, including service on the Burn Team, Crisis Intervention Team, Search and Rescue Dive Team, ALS Preceptor Cadre and as Tactical Medic Program Lead.
He is a graduate of the Virginia Fire Marshal Academy and the National Fire Academy, a Certified Fire Investigator (CFI) and a nationally registered paramedic. He holds a bachelor’s degree in emergency services management from the University of Richmond and maintains extensive fire, EMS, and investigative credentials.

Jason Wood, Deputy Chief – Community Risk Reduction and Training
Jason Wood joined Henrico County Division of Fire in 2004. As Deputy Chief of Community Risk Reduction, he is responsible for Community Protection and Planning, the Fire Marshal’s Office, Internal Affairs Office, and Safety & Wellness. Chief Wood also oversees the Division’s representation in the county’s Emergency Communications Center, which includes two Communications Fire Officers and one Fire Captain.
A former Station Captain and Battalion Chief, Deputy Chief Wood has played an integral role in the implementation of two programs that are vital to Henrico Fire. While serving as a Special Projects Captain, he oversaw the creations of both the Basic Life Support Transport program and the CARE Team (Community, Assistance, Resources, and Education). Deputy Chief Wood also made substantial contributions to Henrico County’s 911 Dispatch System Determinant workgroup, as well as the county’s Public Safety workgroup.
Deputy Chief Wood earned his Bachelor’s in Math and Economics from Hampden-Sydney College and his Master’s in Finance from the VCU School of Business.

Jeffrey Ferguson, Operational Medical Director
Jeff Ferguson, M.D., was named Henrico Fire’s Operational Medical Director (OMD) in May 2024 after nearly a decade contracting with the Division as its Deputy Medical Director. As Henrico Fire’s first full-time OMD, Dr. Ferguson’s responsibilities include emergency medical dispatch protocols, pre-hospital medical treatment, and patient care for EMS providers.
A professor and resident advisor at Virginia Commonwealth University’s Department of Emergency Medicine, Dr. Ferguson is board-certified in both emergency medicine and Emergency Medical Services (EMS). Before being named Henrico Fire’s staff OMD, he served in similar capacities for Richmond Raceway (NASCAR) and Virginia State Police and held various positions of progressive leadership in the East Carolina University health system.
A National Registered Paramedic, guest lecturer, and published author, Dr. Ferguson’s achievements include NASCAR Medical Director of the Year (2019), Governor’s Award (Va.) for Outstanding Physician Contribution to EMS (2017), and two regional awards from Old Dominion Emergency Medical Services Alliance (ODEMSA). He is a volunteer rescue squad life-member and a contributing instructor for the Compress and Shock Foundation.
Dr. Ferguson completed his bachelor’s (biology) at VCU and attended medical school at the University of Virginia, where he earned his master’s degree (health evaluation sciences) and medical degree (M.D.). Dr. Ferguson’s residency and EMS fellowship also occurred at U.Va.

Catherine Latimer, Chief of Staff
Catherine Latimer has been serving the County of Henrico since 2010, and she’s been with Henrico Fire since 2020. As Chief of Staff, Mrs. Latimer oversees critical components of the Division’s day-to-day operations, including Business Management, Capital Projects, Human Resources, Staffing, as well as the Division’s Fleet, Facilities, Logistics, and Pharmacy.
Mrs. Latimer’s career in public service began in the county’s Finance Department. She worked there first as an intern during graduate school and later was hired as a full-time Budget Analyst. Prior to joining Henrico Fire, Mrs. Latimer was the Controller for Henrico Recreation and Parks.
Mrs. Latimer is an alumna of Christopher Newport University, where she earned a Bachelor’s in Political Science. She earned her Master’s of Public Administration degree from Virginia Commonwealth University. Additionally, Mrs. Latimer is a Certified Public Finance Officer through the Government Finance Officers Association.
