In 1934, exactly 300 years after its establishment as one of the eight original shires in the Commonwealth of Virginia, Henrico became the only Virginia locality to adopt the county manager form of government. The Board of Supervisors is the policy-making body of the County. The Board annually elects a chairman who presides at each board meeting and serves as the political head of County government for all official functions and ceremonial purposes.
The administrative head of the county is the county manager. The county manager is a full-time employee appointed by the Board of Supervisors and serves at the pleasure of the Board. The duties of the county manager are to carry out the policies determined by the Board, to coordinate the business affairs of the County by installation and enforcement of administrative procedures, and to conduct the day-to-day business operations through a staff of professional administrators. This position has no definite term and the manager may be removed by a majority vote of the Board at any time.
