On Election Day Nov. 5, voters will decide whether to give Henrico County the authority to implement a 4 percent tax on prepared food and beverages, such as a meal in a restaurant. All revenue from the meals tax — an estimated $18 million annually — would be dedicated to Henrico County Public Schools.
