Henrico County is partnering with Dominion Energy to help low-income residents add solar panels to their homes – for free!
Going solar is a great way to reduce your electricity bills. Dominion Energy has had a solar panel program available to Virginians since 2016, but the initial costs of installing the system can be high. Solar Access Henrico is an opportunity to help homeowners take advantage of more sustainable technologies without breaking the bank while helping to reduce our community’s environmental impacts.
Solar Access Henrico is a free program offered to eligible homeowners, who can expect to see savings within the first few months after installation.

Qualifications to Apply
- Live in Henrico County
- Be a homeowner
- Have a household income at or less than 100% of the area’s median income
- Home must be a good fit for solar panels (amount of sun, direction of roof, tree coverage, etc.)
Overview of Installation Process
If a resident is eligible to apply, Dominion will work with the homeowner to determine if the house is a good fit for solar by reviewing photos and recent energy bills. If so, panels will be designed individually for each home. Residents will work with a Dominion Energy representative during the entire process. All in all, the average time between signing a contract and installation is eight to 12 weeks.
Program Funding
As part of the White Oak Technology Park rezoning, the county secured $5 million that will go toward residential solar. Henrico is focused on providing the greatest benefit to our low-income residents.
County’s Commitment to Sustainable Practices
Henrico has been committed to environmental sustainability in its schools and facilities, such as installing water-efficient plumbing, hybrid heating and air-conditioning systems, and clean construction practices. Solar Access Henrico is a way for the county to offer sustainable alternatives for homes to help reduce the environmental impact of energy on our community.
