PlanRVA Air Quality Plan and Climate Action Plan

As a member of PlanRVA, Henrico collaborates with local governments in the region to address pollution reduction. PlanRVA received a grant from the Environmental Protection Agency (EPA) to develop a Priority Climate Action Plan (PCAP) and subsequent Comprehensive Climate Action Plan (CCAP), with a focus on reducing greenhouse gas emissions and air pollution.

Approved in spring 2024, the PCAP consisted of broad-based priority areas. Completed in winter 2025, the CCAP consists of a regional emissions inventory and long-term emissions reduction actions for all sectors of the local economy. The PlanRVA regional Air Quality Plan sets a goal of achieving a 22% reduction in net GHG emissions by 2035 from 2022 levels and a long-term goal of being on a path to net zero GHG emissions by 2050.
