Update on Belmont Golf Course – December 10, 2019
A special meeting of the Board of Supervisors was held on Tuesday, July 23, 2019. The Meeting Agenda & Minutes included an update on Belmont Golf Course, where it was recommended the county issue a Request for Proposals to lease the operation and maintenance of the golf course.
On Tuesday, December 10, Henrico officials recommended and the Board approved a 20-year lease of Belmont Golf Course to The First Tee of Greater Richmond.First Tee is a nonprofit organization that has been operating in the Richmond area since 1998 and will assume operation of the course and oversee a comprehensive redesign and renovation beginning January 1, 2020. The plans for these renovations will be lead by Love Golf Design, and there will be community meetings in the beginning of the new year. A May 2021 grand reopening is planned. The last day to reserve a tee time in 2019 is Sun, Dec 22. The recreation center and tennis courts will continue to operate as normal under Recreation & Parks.
Belmont Park Master Plan Process – Spring 2019
The Division of Recreation & Parks began a Master Plan Process by hosting three Community Input Meetings where residents had an opportunity to meet staff, learn about the master plan process, and provide input. The meetings included an open house format from 4:30-7:30 p.m. plus Q&A time with County leaders, beginning at 6 p.m. County leaders in attendance included a representative from the County Manager’s office, members of the Board of Supervisors, and the Director of Recreation & Parks.
Important Notes
- This phase is an opportunity for community input on all potential public park uses for the park property, including golf and other active or passive recreational activities.
- There are no plans or intentions for redevelopment of the Belmont property into residential or commercial use.
- The Belmont property was purchased as a park by Henrico County and will remain park land and green space.
- Belmont golf course is operating as usual throughout the community input process. The approved FY2020 budget includes full operational funding for Belmont through June 2020.

A special meeting of the Board of Supervisors was held on Tuesday, December 10, 2019, at 5:30 p.m. at Belmont Recreation Center. The regular Board of Supervisors Meeting was held at 7 p.m. at the Government Center. Meeting Agenda & Minutes which include an update on Belmont Golf Course.
Henrico officials recommended and approved that the county lease Belmont Golf Course to The First Tee of Greater Richmond, a nonprofit organization that would operate the public course and oversee an immediate renovation and redesign of the facility.
