At the end of every federal funding program year, Henrico County is required to prepare a Consolidated Annual Performance and Evaluation Report (CAPER) to provide information to the United States Department of Housing and Urban Development (HUD). The program year follows the federal fiscal year of October 1 to September 30. The CAPER reports information on the performance and outcomes of federally funded programs and projects, and enables HUD, County officials and the public to evaluate the County’s performance and determine whether the activities undertaken during the fiscal year helped to meet the County’s five-year goals to address priority needs identified in the Consolidated Plan and the Annual Action Plan. The CAPER is submitted to HUD on approximately December 28 of each year. Prior to submission, and finalization of the document, the CAPER is available for public review and comment for 15 days. A summary of comments received is incorporated into the document prior to submission.
