Three Chopt Supervisor Misty Roundtree will serve as vice chair
Supervisors Roscoe D. Cooper III, of the Fairfield District, and Misty D. Roundtree, of the Three Chopt District, will lead the Henrico County Board of Supervisors in 2026 as its chair and vice chair, respectively.
The board elected them by unanimous votes during its organizational meeting Tuesday. Cooper, who served as vice chair in 2025, thanked his colleagues for entrusting him with the role.

“As the first person in the history of Henrico County to be elected both chairman of the School Board and the Board of Supervisors, it comes as no surprise that continued investment in our school system is amongst my top priorities for the coming year,” he said, predicting support for both teacher pay as well as continued investments in building maintenance and new facilities.
Beyond education, Henrico will continue to make homeownership more attainable and affordable, promote pedestrian safety by expanding sidewalks, trails and paths, as well as enhance the county’s quality of life through economic development, he said.
“First quarter 2026 will also bring us, finally, an announcement of a team that will bring home the arena-anchored Best Products Reimagined project, [in] none other than the Fairfield Magisterial District,” Cooper said. “I’m filled with both excitement and humility, and a sense of duty as we embark on this journey together, continuing our collective efforts to make Henrico County an even better place to live, work, play and visit, and raise your family.”
Cooper and Roundtree are entering the third year of their first terms on the Board of Supervisors, as is Jody K. Rogish, of the Tuckahoe District. Each took office in January 2024, after election victories the previous November. Cooper represented Fairfield on the School Board from 2016 through 2023.
In opening his remarks, Cooper praised outgoing Chair Dan J. Schmitt, of the Brookland District, for leading the board through an eventful year that included a water crisis and numerous achievements. He noted that Henrico became the first county in the nation to receive a quadruple-AAA bond rating, approved its largest comprehensive tax-rate reduction in nearly 40 years, provided the largest salary increases among the region’s localities, fully funded education and completed numerous projects to improve public facilities and infrastructure.
In addition to his duties as supervisor, Cooper serves on the Capital Region Airport Commission, Plan RVA Commission, Maymont Foundation Board of Directors, Lewis Ginter Botanical Gardens Board of Directors and Richmond Regional Transportation Planning Organization Policy Board.
He is pastor of Rising Mount Zion Baptist Church and a former president of the Baptist Ministers Conference of Richmond & Vicinity. He also has served as chair of the board of directors for the Capital Area Health Network and as a member of the Religious Advisory Committee for U.S. Sen. Mark Warner.

A graduate of Henrico High School, Cooper earned a bachelor’s degree from Virginia Union University as well as a Master of Divinity from the Samuel DeWitt Proctor School of Theology at Virginia Union. He earned a Doctor of Divinity from Richmond Virginia Seminary.
Roundtree is beginning her first term as the board’s vice chair. She also serves on the Capital Region Airport Commission, PlanRVA Commission, Henrico Doctor’s Hospital Board of Trustees and Justice Forward Virginia Board of Directors as well as the county’s Board of Social Services, Parks and Recreation Advisory Commission and Local Emergency Planning Committee.
Roundtree is the founding attorney of JustLaw, PLLC. and serves as a guardian ad litem for children and incapacitated adults as well as a court-appointed counsel for indigent defendants in Henrico.
She is a U.S. Army veteran who earned a bachelor’s degree from Virginia Commonwealth University and a juris doctorate from the Marshall Wythe School of Law at the College of William and Mary.
The Board of Supervisors will hold its regular meetings on the second and fourth Tuesday of each month, except in July, November and December. Meetings will begin at 6 p.m. in the Board Room at the Henrico County Government Center, 4301 E. Parham Road.
