Liquid Hauled Waste Program

The Henrico County Water Reclamation Facility (WRF) issues permits to accept both domestic and nondomestic liquid hauled waste.  All parties who wish to discharge liquid hauled waste to WRF must complete an application form and obtain the appropriate permit.  The type of permit needed will be determined at the time of application.  Application process time usually takes 1 to 2 weeks, but could be longer depending on the type of waste water being requested to discharge.  All haulers are required to abide by the Liquid Hauled Waste Policy and a completed manifest form is required for each discharge showing the name, address, and telephone number for the source of the waste water.

The only location to discharge liquid hauled waste in Henrico County is at the WRF,  which is located at 2601 Kingsland Road, and operates between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday.  Henrico County will not accept liquid hauled waste on weekends or holidays designated by Henrico County.  The following holidays are observed:  New Year’s Day, Dr. Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

The fee to discharge domestic waste is 5 cents per gallon.  The fee to discharge nondomestic waste may be subject to an additional charge based upon the strength and volume of the waste.

Upon arrival at WRF, the vehicle is weighed before discharge.  The driver will be directed to the proper location for disposal and upon return the vehicle will be re-weighed.  The difference in weight is then calculated in terms of volume and a trip ticket is issued to the delivery driver.  At the end of each month an invoice is generated and sent to the hauler.
