The Purchasing Division is guided in procurement procedures by several established values. These guiding values include but are not limited to:
- Conducting all procurement in accordance with the Virginia Public Procurement Act (VPPA) and the Henrico County Procurement Manual policies and procedures.
- Maximizing and encouraging fair competition, and providing interested and qualified suppliers with an opportunity to offer their products and/or services to the County.
- Obtaining the highest quality goods and services for all of our customers through the practice of innovative purchasing techniques, constant market research, and diligent contract negotiations.

About Us
The Purchasing Division provides a centralized purchasing system for general government and schools to comply with statutory requirements, as well as to assure the purchase of all goods and services needed by all departments and agencies are procured at the most economical price. The division is also charged with the responsibility of conducting periodic sales of surplus items which are no longer needed by the County or the school system and disposal of unclaimed merchandise and personal property collected by the Division of Police.
Governance
The Purchasing Division conducts public purchasing in accordance with the Code of Virginia, Title 2.2 Chapter 43 – Virginia Public Procurement Act and the Code of the County of Henrico, Virginia, Chapter 16 – Public Procurement.
