
During the 2024 legislative session, the Virginia Legislature passed a bill, which was signed into law by Governor Youngkin, allowing localities to establish animal cruelty registries for convictions beginning July 1, 2024. Pursuant to Virginia Code Section 3.2-6573.1, Henrico County has formally established its own animal cruelty registry in Henrico County Code Section 5-5. The purpose of this registry is to make public some general information about individuals convicted of certain felony animal crimes, primarily to ensure they are not able to purchase animals after their convictions. As individuals are convicted of such felony animal crimes, their information shall be added to this registry.

A person listed on the registry, or their immediate family member or estate if the person is deceased, may petition the Henrico County Circuit Court by going in person to the civil window of the Henrico County Circuit Court Clerk’s Office, where the paperwork needed to petition for removal of his or her name from the registry will be provided, when the following conditions are met: 1) Not less than 15 years have passed since the date of conviction of the violation that warranted inclusion on the registry and the person has had no subsequent felony convictions of any offenses listed in this section; 2) the person’s convictions have been reversed or the person has been pardoned; or 3) the person is deceased.
