March 24 Board meeting recap: Supervisors hold public hearing on budget, invite additional input

The Henrico County Board of Supervisors held a public hearing on the proposed $1.4 billion budget for the 2026-27 fiscal year on Tuesday, March 24, prior to its regular meeting. The Board plans to vote to adopt the budget on Tuesday, April 14. The budget would take effect July 1.

The work at 1400 Best Plaza Drive is expected to occur through much of 2026 and explicitly will exclude the prominent pair of eagle statues, “with the intent that they will be ultimately preserved, either onsite as part of the new development or elsewhere,” according to the Henrico Economic Development Authority.

The free event will share information about local programs and activities for youth in kindergarten through 12th grade, including camps, recreational opportunities and career-exploration activities. Youth and families will be able to meet with representatives of county agencies and local organizations to learn about their offerings.

The Construction Meet & Greet is free to attend and designed for general contractors, construction management companies, and architecture and engineering firms. Representatives of small, women-owned, minority-owned and veteran-owned businesses are encouraged to participate.

Henrico’s proposed budget prioritizes investments in education, public safety, facilities

The $1.4 billion plan represents an increase of 3.3% over the current year’s plan. Of those additional funds, about 83% support education and public safety. All tax rates would remain unchanged. The real estate tax rate was reduced by 2 cents last year to 83 cents per $100 of assessed value and is the lowest among the 10 largest localities in Virginia.

HCPS students to explore water crisis, other local issues on Student Government Day

A total of 65 students from Henrico’s nine public high schools, The Academy at Virginia Randolph and the Henrico Virtual Academy are scheduled to participate. 

This year, Student Government Day will focus on the county’s response to the water crisis of January 2025, giving students an in-depth look at how departments collaborated to serve residents and protect public health during the emergency.

Board of Supervisors meeting recap: Glen Allen teams honored, reservoir earns distinction from Mid-Atlantic Chapter of APWA

The Glen Allen High School Jaguars’ girls cross country and boys volleyball teams won Virginia High School League Class 5 championships in November.

The Virgil R. Hazelett Reservoir at Cobbs Creek was named the 2026 Project of the Year by the Mid-Atlantic Chapter of the American Public Works Association. The reservoir received the award in the category of environment projects of more than $75 million.

Henrico boosts access to free naloxone to reduce opioid overdose deaths

The pilot project is being funded by allocations made to the county from opioid litigation settlements. Henrico received $17,986 from the Virginia Opioid Abatement Authority and contributed an additional $5,000 in settlement funds made directly to the county.

Individuals are encouraged to take a box of naloxone if they or someone they know is at risk of an opioid overdose. Each box has two doses of naloxone. Individuals are asked to take only one box per visit, as supplies are limited.

The Board of Supervisors held a regular meeting Tuesday, Feb. 10. An agenda and complete video of the meeting are available on the county website.    Highlights include:  Employee recognized for dedication and service during Winter Storm Fern   Winter Storm Fern made getting around extremely difficult for travelers, and county employees were no exception. At the Board’s work session, County Manager John A. Vithoulkas recognized custodial maintenance worker Julie Smith.

Walk for Peace attracts thousands across Henrico, ‘comes at a critical time’ for communities, nation

Bhikkhu Pannakara, spiritual leader of the Walk for Peace, spoke to county officials and other supporters during a lunchtime stop. He emphasized the importance of being happy with what you have, of practicing mindfulness, of avoiding the distraction of cellphones and other devices, and of adopting peacefulness as a mindset.

“We are mindful on each and every step we make,” he said. “I focus on my breathing when I walk, it's not just a walk, but walk with practicing mindfulness.”

Henrico temporarily waives drop-off fees at public-use areas as crews work to resume normal trash collection

Residents may drop off their household waste at the Springfield Road Public Use Area, 10600 Fords Country Lane, and the Charles City Road Public Use Area, 2075 Charles City Road. The normal fee of $3 per vehicle per trip will be waived through Sunday, Feb. 22.

County’s response to Winter Storm Fern ‘makes us proud to live in Henrico’

“Logistics on this storm were simply off the charts. We had to think how we were going to get 911 operators to work their shifts, when in fact they would not be able to drive in,” County Manager John Vithoulkas said.

Public Works had 300 employees working round the clock on 110 trucks, plows and other pieces of equipment. Recreation & Parks operated 13 vehicles, delivering food and personnel for the Emergency Communications Center and other agencies.
