Youngblood Properties LLC: Request to conditionally rezone from A-1 Agricultural District to R-2AC One-Family Residence District (Conditional) Parcel 764-769-2688 containing 2.356 acres located at the northwest intersection of Tiller Road and Brennen Robert Place. The applicant proposes single-family homes. The use will be controlled by zoning ordinance regulations and proffered conditions. The 2026 Comprehensive Plan recommends Suburban Residential 1, where density should not exceed 2.4 units per acre. The Planning Commission voted to recommend the Board of Supervisors deny the request. (Deferral Requested to the First February 2026 Meeting)

Dominion Energy: Request for a Provisional Use Permit under Sections 24-2306, 24-4205 and 24-4314 of Chapter 24 of the County Code to allow a minor utility and solar generation facility on Parcels 803-722-7419 and 804-721-4491 located at the southeast intersection of Milburn Avenue and Voegier Road, adjacent to the west line of Interstate 64. The existing zoning is M-2 General Industrial District and B-1 Business District. The 2026 Comprehensive Plan recommends Government and Environmental Protection Area.
