As a part of the American Rescue Plan Act (ARPA), the U.S. Department of Housing and Urban Development has allocated a special one-time fund type through the HOME Investment Partnerships Program (HOME) with Henrico County allocating $3,221,666 of HOME-ARP funds. These funds must be used to address housing and supportive service needs for four specific “qualified populations.” These are persons experiencing homelessness; are at risk of homelessness; those at greatest risk of housing instability; or are survivors of domestic violence, human trafficking, dating violence, stalking, or sexual assault.
In order to use HOME-ARP funds, HUD requires the submission of a HOME-ARP Allocation Plan that identifies how the qualified populations will be served and which of the HOME-ARP eligible activities will be funded. The Henrico HOME-ARP Allocation Plan was submitted and approved by HUD.
